Odd display issue

Hi Guys, 

 

I have a i9 9900K with a RTX 2080 and after a restart i saw this very odd screen. If i reboot the system the display is normal. I have done a DDU for the nvidia driver. reinstalled the driver. updated BIOS, and other windows drivers as well as updated my system from 1809 to 1903. Yet the issue just happens randomly. is there anything I can do to fix it? or is it a dead GPU ? I have also run CPu stress test and GPU stress test and all are normal no issue just a boot sometimes you see that funny screen. I have used this monitor on other PC without an issue. could it be the display cable ? I switched inpuits and after 2-3 min came back to the PC and it was displaying normally.
