Video watching issue

The issue seems to be most noticed when I am in full screen mode and only happens a little when in a windowed mode. Just wondering if anyone knows of a fix or adjustment that can fix this 

6, 12 Cpu and gpu load respectively 

And happens across all video players I have used (stan, netflix, vlc, and windows media player)

Have you tried a different monitor?

Yeah, I have just noticed opening up a game on the second monitor seems to remove the issue all together. 

Could it be that the video program is to light for the cpu and gpu to run it effectively?

No. I think it's maybe a graphics driver that is behaving a little weird.

I'll have a go at reinstalling drivers 

This was also an issue on my last computer
