Windows 10 Nvidia drivers stuttering issues

Ive been having a stuttering problem all day on my pc. It started with crackaling audio after picking up my headset so after turning the cables i decided to restart the pc. After this all day ive had stuttering problems every 3-5 seconds no matter what is open. Ive had this problem before and fixed it by updating windows and gpu drivers however this time it seems to not have fixed it.
Ive had game bar xbox app and all the usual culprits disabled for a long time before this
I have tried rebooting several times.
Rolling back and trying new drivers even using ddu
Rolling back windows and updating windows
Restoring windows to factory defult
Error checking the hdd
It just always seems to stutter but it was fine before today

Tried both the 960 and a gts450

The only way i can not have stuttering is with integrated GPU leading me to belive something between windows and nvidia is causing issues

Pc specs: i3 6100
8gb corsair vengence ram
Asus gtx960
Corsair 750x psu
Gigabyte z170-hd3p mobo
Windows 10 64Bit 1809
Anyone have any ideas.

the stuttering has also now started to affect audio ontop of video

Sounds like something is slowly dying on that box of yours.  The 1809 has many bugs so this doesn't surprise me.  If DDU doesnt do it then use hte integraded graphics until April update comes out.  If DDU doesn't fix it then only way is to do a WIndows Reset, which I believe you have already done.  So theres no hope, its a hardware issues probably video card not playing nice with your system not necessarily busted hardware.

yeah something odd is happening somewhere inside it just confused me how it happened out of the blue. i have a unlisted video of the stuttering if that would help at all https://youtu.be/2xI1_VrrFzU

 

Also the audio has stopped stuttering now it seemed to only happen for 3 minutes

That is weird.  I suggest go to BIOS set as defaults, then turn off computer and the switch on the PSU ,,,, wait about 10 minutes and turn switch on and power up your system and lets see what happens.  Later you can go back to BIOS and set your overclock.

Also if your still in a hole, then run Aida64 stability test check mark all boxes on left and run it.  See if it can go 30 minutes without throttling or crashing.

i have never put an overlock on this system as i didnt wanna mess  with this system to much when i built it

Hmmmmmm.  I say try a different PCIe x16 slot.  The slot could be malfunctioning.  So ya try it it has worked before for people.  Id really like to know what happens if you put it on a different slot.  Let me know.

I was going to try this today but it seems theres another curveball i cant even get into windows now on either of the gpus. Everything spins upnand runs but no display

Ive got it to boot into windows without any gpus plugged in. I wonder if ne trying to go into safe mode with the nvidia gpu was casuing issues

after this issue being fixed for a while it has now returned the same as before any drivers cause stuttering and no drivers it works fine
