That's true, for dual streaming setups NVENC is a marvel.

I used to stream NES, I used a AV2Mini with an LGP Lite and that's pretty much it, is the cheaper setup and it works for all consoles from that time.

You might be able to do it using NVENC new encoder on OBS, just keep an eye on the GPU usage, avoid going over 95%, use vsync when possible and you should be able to do 720p @60

Well mate, the true is if you go over 95% GPU utlization you'll get rendering lag and that is going to look horrible to the end user, unfortunately there's no way to fix it other than limiting the framerate with riva turner to lower GPU utlization using a framecap, other options are dual streaming setups, but those require a second pc and capture cards, so if you want to 144hz at 1440p you're out of luck, but at 1080p you shouldn't have those issues, just use VSYNC or cap the framerate. -

BenQ monitors are a good option, I can recall models right now, but they are cheap and offer nice features.

Just make sure the hose stays well put, I had a H100i that got the hose out and made a liquid mess on my GPU, fortunately everything survived.

Not to be rude mate, but I used to work as a supervisor at AT&T Connectech service and that call is 0 score, if the user doesn't have the experience or knowledge you have to educate the user. Sometimes might take time to explain this stuff, but try to do it in the lamest terms and you should be ok. If you still working in that place you should consider changing your job.
