You want a 3080 or 3080ti 10 or 12 GB for 4k if you are playing demanding games at all. A 3070 can 4k game, but limitedly. I have a friend with a similar set up and a 3080 10GB has been plenty for his gaming needs.
and yes an 850 watt PSU is enough for a 3080.
I would consider checking the price on the 5900x or the 5800x3D (releases April 20th). the 5900x came way down in price so it might not be a huge jump from the 5800x.
Other than that everything looks fine.

IMO go dynamic, also has headphone monitoring - should sound better than the yeti/snowball/at2020, and be more forgiving with background noise etc

I swear, people overrate the Vapor-X and treat it like it's god. It's mediocre. If you want the most silent 290 then get a reference 290 and put a G10 on it. Otherwise, I think the MSI option is the quietest.

ATI doesn't exist anymore, it was bought by AMD in 2006.
AMD or Nvidia = design the chip, default PCB, cooler, etc.
Asus, MSI, Gigabyte, Sapphire, EVGA, PNY, XFX, Zotac etc. = OEM's, they manufacture, distribute and sell the cards. Also they can modify the default design with better layout, components & coolers.
