    It also depends on how your board deals with the whine.
     
    My old, H97 board was almost silent with my GTX 980, but my new X570 board... Well, the coil whine is almost a scream with the GTX 980 in this board. Even an external DAC didn't change much.
     
    Weather effects it, too. If it's about to rain, its worse. If it is raining, it's almost silent.
     
    I might also have a ground problem with my outlet...

    Most GPUs have coil whine. Some more. Some less. How much your GPU has is pretty much dependant on luck. Even 2 exact same GPUs will have a different amount of coil whine. Most of the time though the fans are louder than the whine. If it's really bad you can send the GPU back and get a new one or contact the support. But most manufacturers won't send out replacements because of coil whine.

    That’s coil whine. It’s the sound of inductors on the board, which are tiny copper coils usually encased in a small plastic box, vibrating under different loads.
    They are vibrating at a frequency which creates a noise you can hear.
     
    it’s not going to harm anything, but it is annoying. You can try changing the gpu clock settings a little to get the power flow to change a bit, which can sometimes reduce or remove that noise. I’m talking 10-20mhz in either direction, sometimes it’s a matter of millivolts that can make the noise.
     
    If that doesn’t work, there really isn’t a finite fix. What inductors do is effectively stabilize power moving through them, they clean up voltage ripple in conjunction with a few other components, but that doesn’t mean the psu is causing some serious voltage ripple, it’s more that the bit it’s cleaning up happens to be right in the range you can hear.

    Oh my goodness you're a life saver.  Waited 3 hours and now I finally can reformat my computer.  I'll update again once everything is back to normal.  
    Until then what is the reason for that traffic jam? Does it indicate something failing on my system?
     
    So I finally reformatted my computer and everything is up and running.  But a clearer understanding of what happened would be awesome so I could learn my mistakes.
