My current system consists of an i7-4790K turbo boosted to 4.4Ghz and an EVGA GTX 980 Ti Classified. Months ago my GTX 980 Ti was able to get about 500,000 PPD and my CPU around 50,000 PPD Currently my GTX 980 TI is at 70,000ish PPD and my CPU about 5,000 PPD Is there anything that could limit my PPD?

The RTX 2080Ti is great for 4K gaming. Multiple benchmarks have shown gains in 4K games

Since you want to play at 1440P 144Hz, an EVGA 1080 or 1080Ti will work perfectly. The RTX 2080 Ti is geared perfectly for 4K gaming. At the end of it all, It depends on what programs you want to run.

All depends on where you live. If you decide to rent in California for $900, you will get around 500 sq ft. On the other hand if you rent in Kentucky, for $950-$1000, you will get two bedrooms and 1200 sq ft. Taxes and high house prices all boil down to where you look.
