This is the Problem --> For all the new people
Feel free to repost/edit this if necessary

    The Problem:

It is probably the most annoying and persistent bug i ever had, it looks like a case of bad flickering on edges and transparent things (fences, windows, leaves and plants), it happens in all games for many even on youtube videos and for some on the Desktop, Bios Logo etc.
Its strength is different for each Game some are barely playable anymore others only have a few locations where its noticeable.
There is definitly a connection to Anti Aliasing and Shadows since turning off Shadows can greatly reduce this, advanced AA Settings like MSAA can even improve this significantly but there is a huge performance loss and its not applicable in all Games.
In General its like AA is only working partily, in close aproximity to the player character everything looks fine besides weapon models, also noticeable is that for example a very detailed mesh is more inclined to have it.
There are also reported cases of low draw distance etc. you can read it up in the posted links.

    How it happend:

In this regard all cases are similar it happend overnight and for many on all devices, this includes not connected devices like smartphones and notebooks, taking your smartphone to a different location doesn't work either buying new devices or components only worked in very few cases most of em not even confirmed.

Known devices with this issue: Desktop PCs, Notebooks, Consoles (PS4 and Xbox one), Smartphones, TVs and Monitors

    Is it Hardware related?

At this point and after over a month of research testing and troubleshooting i think its safe to assume that its not hardware related nothing suggests this.

    What has been tried yet?

    Tried by myself (and others):

Full OS reinstall with CMOS clean
    Reinstall drivers
    Checking cables and monitors
    Checking router and other peripherals
    Test devices at different locations
    Driver rollback (with DDU aswell)
Testing all Hardware components (didnt do that myself since i lack the necessary equipment)
Switching GPU, PSU and other parts
Playing arround with Nvidia System Control and Inspector

I will add to this list if there are any more suggestions or solution approaches.

    You are just Imagining this!!

No we are not and quite frankly i am annoyed by those comments by now, this is very real and prevents many from enjoying there freetime, but nevertheless i understand why many people think this, since it was observed by a few people me included, that this problem is only visible if you have it or it is filmed with a camera ofscreen, i might post a few examples since youtube really lacks that kind of footage.

Its just Aliasing, buy a 4k monitor or use DSR!!

Well here we go again aren't we? (>_>) i can assure you after thorough testing and research its not normal AA behaviour, some people followed this advice though and only had maginal improvements, besides the fact that those measures where not necessary beforehand.
In terms of DSR and other options they work but only very limited, i only had success with ingame MSAA/DSR and that was performance heavy while only masking the issue.

There is a simple way to proof that theory but still nobody has definitve evidence, somebody just buy a notebook and hook it up with a generator or solar panel then we will know.

Well basicly for every game I use same options in Nvidia Inspector Settings, only thing that you have to change and that is very important !!! is AntiAliasing Compatability, for different games you have different compatability bits, here are the links of sites that contain those compatability bits :
    https://docs.google.com/spreadsheets/d/1ekUZsK2YXgd5XjjH1M7QkHIQgKO_i4bHCUdPeAd6OCo/pub?output=html
    https://forums.guru3d.com/threads/nvidia-compatibility-bits-master-thread-and-iq-guide.392715/
So use same settings as I used in my Skyrim video, only change Compatability bits, and tell me if it worked out,and also take a screenshot of your Nvidia Inspector Panel settings, and one more thing I forgot to say,if you put 4x aliasing for example in Nvidia Inspector than you also have to put 4x in game settings they have to match otherwise it won't work, and also multisampling aliasing has to match sparsegrid aliasing in Nvidia Inspector Setting this is very important, just see my video and You will understand,I hope I have helped You,if You need more info feel free to ask :)

I can't believe it's been a year. A year with this problem. A whole year searching for answer to a very simple question. And the question is: why my games look like shit?

Since it's been a year I decided to do a summary of everything I tried. I won't say or show anything new, just a quick summary of a past year.

So, when did these issues started?
Problems started once I installed RTX 2080 Ti to my main gaming rig exactly one year ago, at december 31, 2018. I noticed first problems during the first week of january, 2019.

What kind of issues we are talking about?
Completely broken anti-aliasing in 3D apps. There are various problems of massive shimmering, flickering and jaggies in ALL games. To keep it short: TAA produces weird flickering on various edges of objects even if the scene is static and camera isn't moving, but jaggies are minimal (examples: Assassin's Creed: Odyssey, GreedFall, Tom Clancy's The Division 2, No Man's Sky, Total War: Three Kingdoms, Red Dead Redemption 2). All other AA methods, such as FXAA, SMAA, MSAA etc. have massive jaggies and shimmering when moving, in some cases jaggies are visible on static scene too (examples: Destiny 2, No Man's Sky, The Long Dark).

I also noticed massively increased jagginess in all video content, doesn't matter if it's media player or web browser, all videos are affected.

To summarize, it feels that computers completely lost their ability to proper render and work with AA.

Wait, you say computers. Does this also happen on other systems?
Yes. I tried several PCs, laptop and even some separate parts of hardware. This will sound crazy, but my secondary PC, which haven't been turned on since 2016 summer, now have identical issues to my main gaming PC. Laptop too. Now, I haven't changed any hardware parts in my secondary PC or messed around with apps. This problem just came out of nowhere. Like magic. Maybe my RTX 2080 Ti has some bad aura or what?

Are there any AA methods, which work 100% fine without any issues?
No. All of them, more or less, have various problems, be it jaggies, shimmering or flickering or all of them together. There are few games, which look fine enough, but the problems are still there. I played Metro Exodus back in february and I didn't noticed ANY problems at all. But back then I wasn't aware that this issue is widespread and that it affects all of the games, so maybe I just didn't noticed any problems. Resident Evil 2 remake also looks kinda okayish. There are still flickering on static image (if set to TAA), or massive jaggies (if set to FXAA or SMAA), but TAA looks decent in this game. 90% of the environments are dark in this game and darkness masks these issues quite well. Call of Duty: Modern Warfare is also decent. It has Filmic SMAA, which is much better than standard SMAA. There are still jaggies and flickering, but nothing too bad, game is quite playable.

Did everything worked fine before december 31, 2018?
Yes. Games looked super gorgeous on all resolutions using any of the AA methods and any of the graphical settings. There was no flickering, shimmering or jaggies. I didn't even knew that such horrible graphical distortions could happen.

Is there a way to counter this issue?
In my case, no. Using Nvidia DSR or increasing render scale in-game settings (if it has one) has very little impact on flickering, shimmering and jaggies. Again, my Destiny 2 video is a good example of it.

    What troubleshooting you have tried?
I don't know how many hours I spent trying various things and searching the internet for answers, but it's probably well over 100 hours. I search internet every day, there are new reports every week of similar issues here and there, but nothing specific.

Below is a list of what I tried:

    - Different combos of graphical settings in each specific game
    - Various settings in NVCP
    - Reinstalling GPU drivers (using DDU), various versions of drivers, both old and new
    - Doing a clean reinstall of Windows OS (tried Windows 10 and Windows 7)
    - Various settings in Windows, such as changing power settings, disabling game mode, enabling/disabling page file etc.
    - Many different video cards (RTX 2080 Ti, GTX 1080 Ti, GTX 1070, GTX 980, GTX 780, GTX 760)
    - Completely changed every single part of my main gaming PC (new Motherboard, CPU, RAM, PSU, SSD, even got a new case and new coolers)
    - Laptop (tested my games on both 860m and integrated GPU)
    - Different monitors (1080p and 1440p) and TVs (1080p and 4K), also various settings on them
    - Also tested the games on my secondary PC (with an old AMD CPU and GTX 980)
    - High quality 8K certified DP cable, new and different HDMI cable
    - High quality extension cord with a surge protection
    - Different electrical outlets in different rooms
    - Updating BIOS
    - Changing various settings in BIOS such as disabling c-states etc.
    - Disabling Steam, Origin and other app overlays (I heard it could cause similar issues)
    - GPU overclocking and downclocking
    - Disabling all the unnecessary processes, such as antivirus, afterburner, bluetooth etc (I keep my main gaming PC clean, just Steam, few apps and games).

And so on and so on.

So, I think that's it, guys. Have a nice holidays and happy new year!

I started experiencing the issue about two years ago on my current computer. Before that I have owned multiple computers and never once experienced such bad graphical anamoly. The issue began one day when I was admiring how beautiful NFSMW2012 appears on ultra settings and then I had power failure, which caused my pc to shut down. When I restarted my pc, there were jaggies everywhere. No matter what graphical setting and AA setting I turned on made no difference.

Here are the fixes I have tried:
    1. Replaced monitor
    2. Changed hard drive
    3. Replaced graphics card
    4. Replaced PSU
    5. Formatted HDD
    6. Re-installed windows over 100 times
    7. Installed different windows version (8, 8.1, and 10)

Things that have fixed the issue

    1. DSR
    2. Supersampling
    3. When there are no lights shining on objects. For example, a night in-game scene. The issue becomes aggravated when there is to much lighting that makes edges of objects to shine.

I have never enabled TAA or TXAA in any games before since they blur the image quality. I have always been a fan of MSAA. But, now enabling MSAA has significant performance impact but not visual difference.

Other issues I face besides aliasing

    1. Low level of detail
    2. Textures disappear when moving just a little distance away from them
    3. Since there is no AA, shadows look horrible
    4. Tearing in textures graphics when moving camera
    5. Thin lines disappear at a distance. For example an in-game electrical wire disappears into oblivion at close distance.
    7. Objects become transparent when moving away from them.
    8. Major shimmering
    9. Dotted-lines on edges objects (mostly visible in black ops 2)
    10. Specular aliasing

If you want me to make a compilation of these issues in a video format, let me know. I'll be happy to assist the community in any way.

We need to fix this issue. But, I have strong gut feeling saying that it has something to do with CPU or motherboard.

Back 4 years ago, i was playing mostly three games: The Witcher 2, Skyrim and GTA V. I will add AC Black Flag as well, and I remember this game was very well optimized on PC, which is a blessing considering Ubisoft history coming to this point.

I spent hundred on hours on each of those games, hell, thousand hours on Skyrim anyway by itself, and i know pretty well how the engine, graphics, looked like. So when i read that
    I laugh really hard, seriously.

Don't assume things because of your own experience. I have the same problem, i just keep playing because i worked hard to pay my hardware, and my games, period. I don't imply to not solve this problem, i'm actually here since the beginning of this post, there even was another one on nvidia forums before.

But keep being clever, telling people are wrong, like I care.

Dude the issue started for me 5 months ago, for others its a year and again for others it was some other time.... there is no coherent time pattern which would suggest anything like that.

It definitly is fine for most people, i am very sure about that since i talked with many people i know personally and they dont have this, i admit i dont know the exact numbers of people that got this issue but its probably not that many since there is no public outcry for improvements.

"You dont have the slightest clue what we are talking about, and you didnt even bother to read anything until the last two pages."

haha check my posts i made all of those just in this thread.
No wonder we cant make progress with people like you around every senseable person cant take us serious after statements like yours.

I want this issue resolved like everyone else here, but those borderline crazy theories wont do any good in that regard.

And you, are you for real ? Those problems started overnight for me, and there were no updates from microsoft or nvidia whatsoever, so stop bragging about them rigging this for gamers to buy expensive hardware, that's ridiculous. Even more ridiculous since it triggered these issues to people buying recent high end gfx and processors.

If he didn't read the last two pages, you didn't read squat from the first post. Nonsense...

8x MSAA will somewhat improve the issue, we already know this, but its not a solution. My games looked great even at 2x MSAA and now i need 8x to make them look sort of okay, with half the framerate. That is the problem.

In order to get the proper recognition for this problem, we need to spread it on other forums. The reason why we’re getting nowhere is because the only place that this issue is recognized for EXACTLY what it is (Being a completely randomly triggered phenomenon). We need to also mention that it’s not only a pc problem, that it’s on phones and consoles too. That will help enormously, as you can’t debug graphical settings on consoles and phones like you can on PC, so it’ll silence anybody saying “Your settings aren’t configured right.”  REMEMBER, record the issue with an OUTSIDE CAMERA. Don’t use screenshots or screen recorded footage, as it won’t show up on unaffected hardware.

Looks like some AA methods, such as FXAA and SMAA, doesn't work AT ALL. Basically there is ZERO difference between AA on and off in my most favourite game, Destiny 2. There are massive jaggies all the time

Our problem is not Z-fighting. Like I_dont_know200 said, we shouldn't associate every single issue with our problem. And that green stuff you see on Twitch also not a problem.
I do understand that Z-fighting could happen here and there but not on every f*cking single texture in the game, both near and distant, like in my case.

I don't think we can do anything else. Over almost 100 pages we discussed and tried absolutely everything. Changed builds, tested electricity, reinstalled OS... I just don't know. Unless some clever person shows up and tell us some new things we haven't tried yet.

I think it's worth to wait for 2 things:

1.) Google Stadia, so we will be able to further confirm or deny that the issue is from our side
2.) Next gen of Nvidia video cards, which should arrive around summer next year. Since my issue was triggered once I installed RTX 2080 Ti, maybe new, more efficient, new architecture GPU will fix it (or maybe not, who knows).

So I had to jump through some hoops, way less than others would have had to, but I eventually did get to speak with two very friendly Nvidia techs.  Unfortunately, the facility I went to focuses primarily on driveress-automotive technologies.  However, they assured me the letter I handed off to them would be delivered to those who might be able to help in Santa Clara. Overall, it looks pretty good guys. Now as for that petition I'm working on, I'm almost finished figuring out exactly what we want it to say. Will keep you all posted.

Hey all, its me again, I have good news and bad news.

The Good: I can now play Minecraft at 1440p 500 fps and absolutely merk my little sister and her friends in in sky wars.

The Bad: Exactly the same problem, despite all my preparation.  I got my new rig, built it, SET UP A SEPERATE BREAKER IN MY HOUSE OFF OF A GENARATOR and through a power filter and had my father, an electrician of 20 years, check it.  Power theory is out.  I never once connected my pc to the internet, downloaded origin and drivers to a flash drive and copied them to the system.  I also set up a HARDWARE FIREWALL! No luck, so as far as I'm concerned, virus theory is out.  The top theories I have based on the evidence are the following:

    A. The new versions of graphical drivers are not communicating properly with VRAM/RAM
    B. Manufacturers are doing this on purpose to boost FPS numbers and boast "4K Compatible" and "VR Ready" on potato machines.
    C. Game engines are becoming dated and are simply not as compatible as they used to be with new hardware

Of the above, my money is on C, and as such, I will buy COD MW, built on a brand new engine to test this theory.  I haven't given up yet, but for now, I just wanna enjoy my new pc.  If anyone has any idea why my post times are 20+ seconds pls let me know, I have an NVMe and everything, windows boots in 2 seconds, but POST is soooo long.

    Cheers lads,
    BJ
