After some digging around I found these 2 laptops although the Acer is out of the box already a pretty good system and also Is pretty affordable I personally would go for the Lenovo and just get a bigger ssd and upgrade the ram if needed. Or you could go for the dell(13 inch) because it well have better support and also has a longer battery life.

i dont know if it would be more then 200 lines but maybe a script that when a txt file if put into a folder it conferts it to a html file and also adds the tags so that it basically becomes a html page that only needs a href connection to the index file to work and then pasts it in a diffrent folder but i personally dont know how to do that.
so i cant help you with that but i think it would be a challenge
Oké then I'd say go for a i9 9900k or if the difference is more than 50 euro a i9 9900 and there is a chance that you need to use a other motherboard because of vrms and stuff but I don't know a lot about that but maybe some others are willing to help you with that.
May I ask for what programs you would need Intel for? Because zen2 scores with pretty much everything almost as good or a bit better than Intel so maybe you can get a 3700x or a 3900x and don't miss any performance in those programs but have some more in other programs.
i get that but it makes more sense in my eyes to upgrade then to get a whole new system becouse to be honest if you put in a new cpu and a good ssd then you are pretty mutch set already.
4) you can make usb drives that can do the same for it so no need for a dvd drive in my opinion.
and it might be me but if you trew in a 1700 or maybe even try the thing herman mcpootis said and put in a 2700 with a ssd.
you already have a mutch faster system and maybe later on trow in 16 instead of 12 gb of ram. and well im no experts in gpus but the 2070 for 450 once it comes out seems like a pretty daim good deal to me and i thing by then you only have put in like 700 dollar or some thing.
if you game on 4k, yes it totally is. if you need a lot of vram for stuff, yes it is. but if you play at 1080p or 1440p then no maybe get the 2080. but if you need the absolute max power just get the 2080 ti
and now a bit more then 2 months later im reading this review on the exact laptop from the review while running linux on it and loving every second with it.
it might be me but the macbook only gives one real thing that makes it better and that is macos but only it you like the way it works. the razer is a no go in my eyes but there are a lot of other options. like a acer helios 300 or a asus rog strix both with i7 prosessors and 16 gb of ram, but if you dont want the gaming look something like a dell insperon 5000 or a lenovo x1 carbon (no gpu tho) are also a good way to go and in my eyes a better value then a macbook or a razer blade.
