My I7 10700k is power limit throttling and I don't know whywhen it's under load it is running at 0,8 ghz my bios settings are default except for xmp Mb: msi z490 tomahawk Psu: corsair rm650x I don't know why it is doing this but I really want to fix it

I started my r6s and was noticing fps like 40 - 50 i normally have around 160 - 170 fps so something was wrong. i went to look in task manager for something weird and then i saw my CPU (Intel I7 10700k) running at 0,80 GHz when its noramlly turbo boosting to 4,6 GHz its on 0,8 when i play rainbow and I resetted my pc reinstalled windows and reset the bios and it worked for a while but know having issues again
