sounds like you might of been taken advantage of... Can you use another GPU in the PC to eliminate if its a broken GPU?

i would recomed buying a used rx 460-470

just because you had one bad experience does not mean you should just stop buying used, i know you may have gotten boned here i did my first time but you start to learn what can be suspicious ect, and now you know to test stuff before you buy
 
and if you buy another gpu and the problem continues i think something is up somewhere else

Trust me, it's still worth it. Look at my sig, got that GPU used. If I can trust that, you can make the $80 investment on a used RX.

Yeah, draws only 75W from PCIe slot. I used it in a similar build with 275W PSU. 

1050Ti low profile would go nicely in that system.

You will need to look if the low profile card comes with brackets.
 
If you want good Nvidia low end card, look into PNY if you live in the USA.  I've seen some good things in past

GPU's fit in all PCI slots, low profile just means it's a small card that can fit in really small cases.

Then you'd be better off getting an RX 560 or a 750ti. They are powered via the PCI slot itself. Whatever money you have left you can spend on a 16 gig kit of DDR3 RAM.

Ebay is your best friend, the RX 560 is newer and more powerful than the 750ti by a pretty hefty margin.

I believe you will, it recommends a 400W PSU at minimum so you're probably stuck with a 750ti.
