skip the faster ram for not it not that useful. the most important thing is BUY A SSD they are really cheap atm you could pick upa 500 gig or a 240 pretty cheaply id recommend at least a 500 though crucials have pretty good specs and are a lot cheaper then other fast ssds. if you have a m.2 slot get a m.2 one

Should i go for optane or for ssd?

In most games, you'll never see "100% CPU Usage" when you hit bottlenecks on the individual threads. Games aren't programmed to utilize an entire processor, usually. You can hit a CPU bottleneck @ 50% load (2 threads on a quad-core; 4 threads on an 8-core, etc).

I'm almost certain that your CPU is bottlenecking you.

edit: Also, after looking up benchmarks for your CPU, I see most people pair that particular processor with things like a 1050ti, a 970, and (At most) a 1060. It probably can't keep up with a 1080ti.

Yeah i think it might be that but anyways BlueBalls is completely shit with its optimizations other games have no issue. The problem is that i gotta upgrade MDB to upgrade  the CPU and im broke ASF rn

I think your insane GPU OC is the source of your problem. Did you just max everything out for fun or did you follow a guide? It does NOT look safe or stable for that matter.

tested without OC same results it is still under performing

You need to game with gpuz open in the background, then exit the game and quickly check the status.

i closed the game and it still says idle the bar is in red, now that i opened it again it said vrel or something like that for a while
