Not hard to build a PC, watch some builds from LinusTechTips they should be easy to find. Not many things go wrong if you do it right, most you would normally have to do is RMA if something isn't working. Nothing big. You don't have to pay that much for Windows, look at Kinguin for a windows 10 key. They are cheap. A RX 580 and r5 1400 should pair nicely for CS:GO or any other types of games. CS:GO will likely run at the highest settings.

It's easy to build a computer, just take as much time as you need and pay attention to what your doing and what cables you are plugging in, don't rush yourself and it will be easy

I have exactly that, yes. high-ultra I experience 70-120FPS depending on the game. 

I would like you all to rate my system. It is only a few months old:
 
CPU: i57500 (No ryzen cause it wasent out yet)

I don't think AMD will be out of the race until we no longer use silicon for CPU's. Ryzen is actually really good. Is it as good as intel in Core to core no... Is it half the price or more for 90% of the power. Yeah.
