One 2080ti > a Titan V.
In any case, NVLink isn't `that` great with the 2080ti, I would stick with one card. If you got money to blow, go for an RTX Titan.
IMO, the 6 is better than the 6t, and cheaper. The in-display fingerpring is slow as balls, and isn't that accurate. On top of that, the 6 is cheaper AND HAS A HEADPHONE JACK.

Mightve warped the PCB while installing the waterblock, try installing the stock cooler on it. If that doesn't work, try to get a warranty claim with EVGA.
If you're going peer to peer it's a bit complicated, with crossover cables and such. OS9 doesn't have software support for that. (Meaning it will detect this automatically and virtually do crossover)
Not really worth buying a Quadro, only real difference between GeForce and Quadro is drivers and VRAM. A 1060 6GB will be more powerful and have more VRAM. Though I'd highly reccomend waiting til' the RTX series comes out, it'll drag down the prices of current GPUs
