Voltage going higher than what it is set to in BIOS

What Mr.Meerkat said, but also if you have Load-Line Calibration on, it'll be going higher than you set it, so you can check that. You're fine at that voltage, though, so it really isn't a huge deal - nothing will break or anything. -
Are there any etchings visible on the other side? You'd have to be very careful not to damage the connector as well. P.S. Even if there aren't visible etchings, there could be some on a different layer internally, so it's still risky.

Any way to turn off Realtek Amplifier on back panel?

I can hear a hiss vs no hiss. The issue isn't turning down the volume - I know exactly how to fix it. It's manually setting the amplifier to front-panel only every time I boot my computer. All I'm asking is if there's a way to set this setting to default to front-panel only. -

Well the setting sets the internal amplifier to only work on the front panel, so I think it's disabling it on the back panel (or at least amplifying it less, which is still preferable). The O2 is much cleaner and has much better sound than the internal; I can tell because it's noticeably different when I manually disable the internal. I'll get a screenshot to show the setting I'm talking about. -
DisplayPort will work just fine! It's much more capable than HDMI, don't worry.

Preface: I'm saving to get a better DAC, but until then, the ALC1150 in my motherboard works just fine. I'm currently using an Objective2 amp plugged into the back I/O of the motherboard. So basically, my Realtek audio setting defaults to amplifier auto-switch (the integrated amp). This means that it defaults to amplifying the signal that I have an amp for, but I don't want it to do that because I don't want to amplify the signal twice - I only want to use the integrated DAC. I can manually set the internal amplifier to only work on the front panel, but I can't seem to make it boot with that setting. Does anyone know how to make this default? I can get screenshots soon if that would help.

A 6600k is only like twenty dollars more than a 6600 - sure you can't find a little more and get a cheaper mobo/ram/case or something? I'd get the 6600 though. I doubt you're going to get the 6400 above 3.9GHz, and if you're using the BCLK mode, you're never going to be able to update your BIOS, so your system could be more unstable and you could miss out on improvements. -

I suppose a 1050ti would work. Gigabyte also makes the GTX 1070 mini if that would fit, and there's of course the R9 Nano, although 1070s are more powerful. -
I ended up just reverting to 1.29. Works perfectly fine now. Thanks for suggestion though :).

I recently updated to HWMonitor 1.3. However, it now sits on "Not Responding" for about ten seconds after launch and then only refreshes every 7-10 seconds (but not consistently one time). I've tried uninstalling, rebooting, reinstalling. Didn't help. Anyone else having issues/any ideas? If not, I'll just go back to 1.29.

I want them to be able to go full speed if they need to is the thing. And yes, it does :). Just not the ones on H110i GTX. What do you mean? Like dust filters? If so, yes, on every intake. But not exhausts. Would rather not remove them over intakes. Are you sure? I've heard it dampens noise... The issue is not the fans vibrating or anything, it's the noise of the bearings. And foam is way cheaper than two good new fans friend ;). I've tried connecting these to my motherboard, but it always gives CPU Fan Speed Error (I disable that, of course). Then, though, I get super long boot times for some reason. So some way to lower the noise level seems like the best option.
