hmm... i dont recommend cheaping out on a psu because its important for a psu to be good
maybe try getting a seasonic psu thats 600w or above, like the M12II Bronze Evo 620W
or EVGA G2 or P2 650W, these are better than the seasonic
the psu i listed all come with enough cables for you
and yes 650W is enough, arguably 550W is enough but 650W for more headroom
yea sure go for it, as long as its z170 and it does what you want it to do

As I was looking up all my parts to order I was a little confused over 2 parts. The case and a cpu Cooler.
For the Case I want a "Nanoxia Deep Silence 3 gedämmt Midi Tower(70€)". It looks great and simple+ it has a good noise isolation as far as I can tell.
For the CPU cooler I thought about the "Cooler master hyper 112 evo tower cooler (30€)". On most formus they say its great for a i5-6600k but does it cool it enough if I oc it to 4,6ghz?
4,6 would be the max i will use I think. And ofc it needs to fit into the case.
And it should not cover ram slots from the "MSI Z170A TOMAHAWK Intel Z170 So.1151 Dual Channel DDR4 ATX"
I would be at around 957€ with all the stuff. 1000€ would be my limit. Is all the stuff good enough or should I upgrade something to reach the 1000 limit.
Hard drives + Ssd are not needed as I have them already.

the 970 is good for high/ultra 60fps but it will struggle(not really tho) with more VRAM intensive tittles, so get a R9 390 if you can if you want raw preformance and dont need the NVIDIA features like shadowplay. If you are going to get a 970 tho i would recomend the Gigabyte G1 GTX970 Gaming because it overclocks really good. memory is a bit worse overclocking then when it lauched but its still pretty good, my VRAM isat about 3.5Ghz or something any my core clock at 1629Mhz, wich is pretty good. If you dont want to overclock tho then get something that looks awesome like the ASUS turbo one

depending on your motherboard you have 2 routes
if you have:
an overclocking motherboard: you can opt for the 3770k and faster ram and stay relevant longer
a non-oc motherboard: best to just upgrade to whatever make sense when you're upgrading lol

Yes a 970 will maintain 60 fps at 1080p maxed out with reasonable anti-ailiasing (I usually use 4x msaa sometimes 8x when available). Your cpu should be enough to handle most games out there at 60 fps. Some games may need a few settings tweaked down to maintain 60 fps, some games with have dips in framerate every now and then due to bad code.
Your ram is fine, for some games however, you may need to close programs, particularly web browsers (or most of your tabs). Speed wise, I wouldn't worry about it. DDR3 ram has been tested to death and has shown next to no improvements in gaming performance. DDR4 high speed ram can help weaker cpus, but doesn't impact higher end cpus that much from what I've seen.
For a cpu upgrade, I'd wait for kabylake before upgrading that and your ram, but that's just me.
