I will start a tear down on the card to check for those resistors, i am hoping they are all in place and this is just a bad bios mod.  Thanks for your reply and will keep posted.

You should definetly be fine with them specs.

the socket 2011 motherboards will always be that expensive as they are slowly getting harder and harder to find.  My recommendation would be searching over website such as eBay and sending sellers offers in your price range and they might just be willing to get rid of it.
