Get a better PSU such as an EVGA GS/GQ/G2 550W. I haven't really seen any 80+ Silver units recently at all...

If you want to clean your computer often, then live without it.

If you want a solid open-world RPG, Witcher 3 is your best bet. You can also play Witcher 2 but it isn't necessary to enjoy Witcher 3. I highly recommend getting the Complete (GOTY) Edition that includes Hearts of Stone, Blood and Wine, the 16 free DLC that was delivered periodically right after release, and the latest patches. I also recommend you refrain from installing too many mods until you complete the game + expansions, but there are a couple that are too good to not have. It's pretty likely the Complete Edition will go on sale, so you can wait for that if you like.
I did, and it was pretty good. played it twice. Mafia 3... well... it's an okay game, but seeing how poor it performs I would only get it when it has a hefty sale.
