Are You seriously using Haswell platform to "simulate" what over 12 years old motherboard does ? FYI : On old platforms, without Remap/Memory Hole enabled, BIOS itself can't adress more than 3GB of memory. So, regardless of what OS you use, everything above ~3GB mark is locked. Example of board without/Disabled Memory Remap :

Out curiosity : Are those modules Dual Sided or Single Sided ? As others pointed out, it's probably Memory Remap (or lack of it that is the cause). If you pull two sticks, does 2,75GB limit remain unchanged ? You could try decreasing memory frequency (because it is possible memory itself isn't stable).

Did you plug in 6-pin/8-pin ? Also, Is slot "@ x16 3.0" speed ? Last option is trying DDU (DisplayDriverUninstaler) and different driver. -

I would like to request my scores to be added into Average FPS leaderboard (Valley). I moded my vBIOS so it never goes above 1178MHz and 1,068V on GPU. Fact checking : Just so you know, Queen test uses/stresses INT units, not FPUs. Since FPU = SSE/AVX/etc, this test really doesn't show how far newest CPUs have got. -
You can't do that in DSR (it's dumb that way). DSR doesn't do "nice" resolutions (or ratio adjustment), only "multipliers" with .01 accuracy (like 1.33, 2x, 3x, etc.). The only way to do FullHD 16:9 with DSR on 16:10/21:9 panel is doing Downsampling (switching off DSR), and manually entering "Custom Resolution" with refresh etc.

You can use GTX 1080 for 4k to NOT have perf. drop on your current CPU. However, even that might not get you to 100% GPU usage in all places (if you care about it). Game should be playable on your CPU regardless of resolution in that case.
