my goal is throw any new game into this pc without any issue with high settings lately ive been trying to play games like hogwart legacy the fps is is trash not sure its my pc or the game.... its not trash it just changes a lot when i game or even with the Callisto protocol not all games are like that thou like dead island 2 was okay...

i have i9 990k 32 gb of ram 3070 ti when im playing hogwart legacy i get 147 fps but sometimes walking around it drops 30 t0 40 fps if i get a 4000 series like 4090 will i get better fps? or you think its the game isue

i have Cooler Master Hyper 212 Evo CPU Cooler i change the fan to Noctua NF-F12 iPPC 3000 PWM, Heavy Duty Cooling Fan, 4-Pin, 3000 RPM (120mm, Black) but i found it to loud do you guys recommend any quit fan ? it needs to be 4-pin connector 120mm fan
