You'll need a hot air solder rework station due to there being 4 legs a side. I'm sure you could find a professional that would be willing to carry out the work for you as with the skills and equipment that's a very quick and easy thing to do. However, if it is a voltage controller as @Mel0nMansaid, then you'll need to consider the fact that it may have damaged other components further down the track, or indeed damaged the track itself, its also possible that while that's the part you can see burnt out, its not the cause meaning it'll just happen again if you replace it.
Personally given the price of GPU's right now, I'd order a replacement part, find a friendly repair shop willing to carry out the work for you and then hope it fixes the card.
