It is completely dependent on the coding of the data. The bit rate has nothing to do with measuring the quality. You cant tell the quality of a video from its bit rate.

Look up a X264 encoding guide and tune your settings based on the video youre streaming. You should be able to get a semi-decent looking picture (at a low resolution) with the correct settings.
Bitrate is not a measure of video or audio quality. Simply plucking bitrates out of thin air with no other information makes literally no sense at all.

Probably every medium to large ISP is able to offer 1gbps connections if youre willing to pay for them. Virgin Media in the UK will do anything up to 40gbps depending on the distance between your location and their nearest PoP.
Google has done nothing new apart from offering them at a lower price (thus a lower quality of service) than how they are currently sold. You get what you pay for.
