The 9900k, 10900k, 11900k, and 12900k all run about the same $280-$310 on eBay. How? Why? Who is paying the same price for a 9900k as a 12900k?

Its dumb, but as hardware starts to age price starts to go up actually. There is less of it, and the people who need it, are willing to pay for it. What you don't see is how long it takes for some of that stuff to sell. As many times it takes a long time for the right buyer to come along at those prices.

Today in "Absurd prices on eBay". A used 1650 low profile is selling for around the $200 mark. A used 1660Ti is $120. Are there that many people out there looking for a 1650 these days or are all these sellers delusional?

A lot of people who bought GPUs during the GPU Crisis are still trying to recoup their costs - which isn't going to work, but they keep trying. For some, they're just ignorant of the market, and assume their card must be worth whatever price they're trying to sell it for.
It's also happening with businesses, who are willing to keep sitting on old inventory of last gen cards in the hope that maybe, someone, somewhere will be willing to buy the overpriced card.
If you paid $400 for your GTX 1650 new (which was a real price for them at one point, as absolutely bonkers as that sounds) then selling it for $200 is half priced to you - which seems very fair on the used market out of context. But in reality, it's overpriced for both the card's $150 MSRP and way overpriced in the current market - a lot of folks just are clueless about that.
