On second thought, you have a 1070. I don't see the rush to get a 5700 XT. I'd wait for the next generation to upgrade. It would be better (and cheaper) to upgrade your CPU instead.

It's fine to upgrade. Unless you're buying an RTX 2080 ti and an i9 9900K, there is always going to be a bottleneck somewhere.

There isn't a catastrophically bad custom one from the ones that have been reviewed. The MSI EVOKE seems to be the worst one. The rest are okay. It mostly comes down to price, loudness and looks.

I ordered the Pulse from Amazon, but there is no stock right to ship. I went with that because it seemed like the best bang for buck. Still no word on the XFX Thicc here in the US, but today was another model I wanted. Navi doesn't overclock will so it's hard to justify anything more that $430 IMO

This is how supply and demand works. High demand + low supply = high prices. I'm also not 100% sure, but Brexit could have an effect on prices too.

What nVidia were trying to do was ambitious and hopefully it will pay off eventually. Was it worth the cost to the consumer? Arguably no, but they had to take a gamble that it would make RTX more useful in the short-term and indeed they failed.
If you've been a PC gamer for a few decades this is nothing new. Pushing big leaps in graphical rendering always is a gamble. Sometimes the only way to see what works is to throw it all into the pot and see what developers can make of it and you can't do that without releasing it to consumers, as developers wont bother to implement something nobody can use.How it's done is irrelevant. What matters is the outcome, and AMD's implementation of objectively superior.
Also hilarious that you call Hardware Unboxed a random YouTuber, but you want me to consider the OPINION of an actual random YouTube post.

Don't get me wrong, DLSS so far has been junk but as people rightly pointed out - what AMD has implemented is merely a post-process filter. A good one perhaps and its great they make it public so any developer can use it, but its not even in the same league of what nVidia were trying to do, even if they have so far failed.
There is no one size fits all solution.I don't think you know what an opinion is

Yes its useful to know if one thing might perceptually look better despite the fact it probably shouldn't, but it shouldn't be your only consideration.

I see echos of my digital photography days here, it's rather easy to create punchy images by increasing contrast (sharpening may be in form of local contrast enhancement) but beyond a point it becomes unnatural. That's how I saw the samples in the navi reveal and backing off improve it to me. Similar tricks can be done with saturation, or vibrancy. When you then compare a "natural" looking image, it struggles to stand out amongst the more heavily processed images.

Integer scaling is a feature Intel have been talking about, and will be introduced in their next gen iGPUs. So with this driver, nvidia are jumping ahead of them in this. This feature could be beneficial for older games where sharp pixel scaling is preferred over the blurry version we typically get.
Nvidia's new sharpening filter is likely a response to AMD's reveal with the Navi cards. Apparently there was already a sharpening option in the Freestyle function of the drivers, but the new filter is lower performance impact. Think I'll wait for the usual sites to do both image quality and performance comparisons before drawing any conclusions on this one.
And finally there is an Low Latency Mode going against AMD's Anti-Lag. According to Anandtech, this isn't necessarily a new feature, but a rebranded one to make it more obvious as to what it does. Again, I'll leave it to other sites to test these functions against each other.

Those games aren't hard to run. You could get away with a 1660/1660 ti for those. You don't need a 2070 super. If you want to splurge a little, go for the RX 5700 (non XT).

The 2060 super goes for the same price as the 5700 XT which is a faster card
