    Well, a good motherboard depends on many things, like the chip you want, overclocking, rgb, chipset, company, those things. For ram I recommend 3000 mhz+ at all time with ryzen

    You don't choose 2700x / 9600k for budget.
    For budget i would suggest Ryzen 2600, best bang for the buck. 6 cores 12 threads.

    Could be poorly optimized games, can you give a rundown off your complete rig?
    Also have you tried upping the games "priority" From task manager?
    Do you run something on the baground that could eat /ram / cpu performance.
     
    ps also some cleaning like running virus scan /malwarebytes ccleaner and plain old disk defragment also might not be a bad idea, tho I doupt it would be it but just to exclude all the variants
     
    ps2. reinstalling nvidia drivers, deleting them booting and then installing new drivers rather than just updating.
     
    ps3 but also maybe try changing the games profile (in Nvidia control panel, manage 3d settings) power management mode > set to prefer max performance.

    man, how to choose from those two? either one would be cool. I travel alot for work, but guess not enough since I still haven't gotten enough money to purchase laptop (atleast for now) and getting on gaming or media consumption is really a challenge and I can only do that little when I get to be home. Either one would be massive boost for me.

    Try limiting your fps on game to 60.. if that would help
    what game the voice appears? it might be that sometimes on menus and such fps ramps up and that makes the noice..
