[HELP] First PC build, windows & power issues

This is my first ground up build and I've hit a few snags. Primary issue is that I have to hit the power button a couple times for it to fire up. What the machine does is the LEDs from the fans flash on and then it kicks off, and then if I hold it again the machine fires up and stays on. Hitting the reset button is ok but when I turn it completely off, I have to do the steps again. I imagine I need to clear the CMOS with the jumpers, correct? In the past, I have fixed a boot issue after a brown out by popping the battery out so I think this is a similar case. 2nd issue is windows wont install.. i've made it to 91% and i get "Windows cannot install the required files..... error code 0x80070003"

 

Update: Linux won't install either. starting to think the SSD is bad
