cpu locking at 8x multiplier after monitor power off

Need some help guys,

My cpu locks at 800 mhz (8x multiplier) every time the monitor is shut off via windows. If I set monitor power off to 'never' then it's fine. When it does this the only way for me to go back to 36x multiplier is to boot into bios and without changing anything I 'save changes and reset' then it is back to normal. Also running aida64 stress does not kick it back up to 36x.

 

Things I've tried:

In advanced power settings I have all sleep settings to off/never, Link state power management is set to off, minimum and maximum processor states are set to 100%, 

I flashed bios to latest version

I turned off Intel speed step in bios

All bios set to default

That's all I can think of right now been playing with it for a few weeks now so I might be forgetting some other things I've tried.

 

PC specs:

asus rampage V extreme

intel i7 5820k

Corsair Vengeance LPX 16GB DDR4 2666MHz

os drive; samsung 850 pro 256gb
