Windows 8 System Restore not working...

Hey guys, so I decided to do a system restore on my laptop that I stopped using.  This laptop has given me a ton of trouble and now that I'm trying to restore it, it's just stuck in a loading screen.  I followed the directions for the restore process (there aren't that many steps) and now it's just sitting there with the little dots circling around (they're not even centered, which is just weird) on the loading background.  What I want to know is, would it be safe to just kill power in it and try again? Or would that be bad and should I just wait it out?  Thanks

Ok. It's been about a half hour so far since it got stuck. I can't tell if it's actually doing something or not, though.
