You can install UltraVNC in safe mode, configure, and control your computer by your smartphone or another computer. This way you can fix problem even while you have blackscreen. This of course requires some knowledge but I fixed this way two computers. It's easy when you have access somehow to your system. And don't worry - VLC don't use your GFX driver to work, so you can repair your GFX drivers.

Exacly what I wrote. Download UltraVNC, boot in safe mode with networking, install VNC, configure VNC, install VNC client on your smartphone (or VNC Viewer on another computer) and connect. I think if you want to use this method, guide "how to configure VNC" you can find on internet.

If you have no experience with remote control your PC, use different methods like uninstalling GFX drivers at all in safe mode using DDU and boot your system.

That is why I say about remote control - to fix problems.

But you can try to install older driver. Or driver without GeForce Experience.

EDIT: Ah, now I see... you installed new PSU and... reinstalled Windows. What for?
