I am conflicted between Pocophone F1 and Nokia 8(regular one not sirroco). I am starting my computer engineering course this year and have not developed for smartphones but I may be doing so(not so sure).So much difference will stock android make. Will it make it easier for testing and development if needed. As far as pocophone custom rom and other development is being carried out so does this solve the issue. Or will stock android still help.

Android provides you with all the emulators you need for development. So it makes no difference which physical device you personally use. Sure you need to test and get it working on an actual device, but there is no way in hell you are going to be able to test ALL physical android devices, so there's no point in worrying about it (it's the biggest issue with android development). The emulators give you an "as stock as possible" experience and from what I used of them if it works on the emulator then it will work on most devices, and when it doesn't work it's usually because that specific devices OS has been borked by the manufacturer. (usually in devices that port features from newer android into older OS versions). 

 

Basically until you have entered your Beta testing period you don't need to touch a physical device either for Android or for iOS.
