Troubles with a new gpu

Hello I got a used gpu off eBay. A EVGA 750 TI. After installing it I had some problems. Such as that my ear buds made a static noise and even when plugged in the computers speacker still played. I also swear the gpu caused the pc to shut off as it powered down and booted back up after my montier was saying it was having power surges with the USBs. And during that I unplugged stuff like that keybaord and mouse and my camra/Mic thingy that sits on the monitor. Any help will be much appreciated. Also by the way the pc is a insprion 3847 equipped with a i5 4460, 8 gigs of ram, and a 300 watt power supply that came with the pc. Pc is around 3 to 5 years old
