Entire PC Stuttering

I have an issue with my pc (i think i've had it for a while) that i just notitced. Audio in discord stutters about every 1-3 seconds, video (netflix and mp4) stutter at the same rate, and when i move my mouse in circles it stutters too. Any suggestions? GPU Drivers are up to date, Windows is up to date... I dont know how to fix it, and now its really annoying.

Joking, but latest windows 10 updates brought nothing but issues lately so...

You could have a bad stick of ram, or need to reinstall your audio drivers.

The stutter of the mouse ( is it a wireless or cable ? ) while it's doing this look like hard cycles on your cpu tho, are your heatsink clean and your fan still working on the cpu ?

It's chrome. Mostly the netflix website. It is laggin up my entire pc. When I updated my pc everything was fine till i opened chrome. Then i closed it and it was back to normal.
