74LS86 Circuit issues

Output is always high input is 5v on the dedicated rails on the breadboard.Can you help me find the issue?

For starters, the supply wires going to the DIP switch are off by 1 position. You've connected the gate inputs to switch 1 and 2 but the supply goes to switch 2 and 3.

Additionally, you should add pull-down resistors to the gate inputs. You should never leave a input floating as it would do now when a switch is turned off.

put is always high
