Was the PC connected to a surge protector? also, was the PC switched off then back on in the back?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

There is almost always a power switch on the back of the PC, for the power supply. Switching that off then back on should hopefully help.

That makes things slightly more complicated, but the switch should be on the outside of the PC. If there isn't a switch on the outside, however, it may be using a non standard power supply.
