Windows Ssrver 2016 Boot Issue

I'm having issues with my Dell PowerEdge T30. I installed windows server 2016, changed the system name, rebooted, then changed to a static IP, then rebooted. Now everytime it attempts to boot, it fails.

 

What happens step by step is the following:

System powers on

Boot screen for option bios appears briefly

Windows icon shows with spinning circle below

Then it gets stuck on a full black screen and my monitor says it can't detect a display output

 

Need help fixing this
