New build,video display issue

So I have been having an issue of no video display coming out of my 1070, doesn’t seem to be a windows issue due to it doing it from not having any os installed and not even with it installed.The build includes a i7-8086k,asus rog z370-e, msi gaming x8gb 1070, Corsair rm850x, tridentz rob 3200mhz 16gb ddr4 ram, 2 inland pro ssd’s in raid 0(480/480), a Adata su800, a seagate barracuda 3tb, Corsair h150i pro, and it’s all in acorsair 460x.

Now in windows it gives me a code 43, 0000002B and I’ve tried all the popular fixes among it and nothing works. Literally at the point of giving up. Any suggestions anyone?
