"Downstream bandwidth" and limiting bandwidth for users.

I have a 100mbps line, and there's a router setting for limiting downstream bandwidth. Does this limit the entire connection to say 70mbps or prevent single users from going over 70mbps?

There's no QoS setting so I'm not sure.

What I'm interested in is making sure that downloading a game doesn't soak up all of the bandwidth so that it kicks people off their multiplayer or voice calls.

Impossible to say without researching the router.  As you figured already, you would likely need more extensive QoS to do what you want and I wouldn't trust a consumer router to handle it.

Router:  Intel N100 (pfSense) WiFi6: Zyxel NWA210AX (1.7Gbit peak at 160Mhz)
WiFi5: Ubiquiti NanoHD OpenWRT (~500Mbit at 80Mhz) Switches: Netgear MS510TXUP, MS510TXPP, GS110EMX
ISPs: Zen Full Fibre 900 (~930Mbit down, 115Mbit up) + Three 5G (~800Mbit down, 115Mbit up)
Upgrading Laptop/Desktop CNVIo WiFi 5 cards to PCIe WiFi6e/7
