Alright so I got a max budget of $500 but I don’t need a graphics card yet because I’ll be waiting for a RTX 2070 and I already have a case and power supply! 

My initial idea was an i5 8400 with 8gb of ram and and SSD (240) and a motherboard that’s $60 

should I go with a Ryzen 1600 or 2600? Is the 2600 worth paying $90 more for a motherboard? I would be streaming at 1080p60fps with a bitrate of 10,000 and I’ll be editing videos too

Alrighty firstly go have a look at  Pc Part picker as it will have the most up to date and changing prices of any item you want.

Secondly the i5 will be fine for rendering and gaming but will take rendering longer (unsurprisingly) and game performance may but is unlikely take a knock if you want to use the new GPU's from. however you might be just fine with getting a 10 series GPU as of this moment of this post information about the performance of the new GPU's is unknown.

for Ryzen and the mother board its down to the extra features you might get with with a more expensive mb and Ryzen again may help render  performance and stream quality but you will need see benchmark results. also get a bigger hard drive like as well as the ssd you will need to store the huge video files you will amass. ask if you want anything else
