2600x idle speed

Recently build a new system with a Ryzen 5 2600x. Bios settings are default except for memory profile setting.

 

I am wondering if this is normal behavior;

 

-Using the AMD Ryzen balanced power plan this thing idles at 4.2 Ghz

-Switching it to the default Power Saver power plan drops the idle speed down to 2.2 Ghz.

 

That how it's supposed to work?

 

Seems to me a balanced plan wouldn't keep it running that fast.
