Having problems with posting

I have a pc with an AMDfx 9590 on a ASRock 970 g/3.1. The main problem is when I turn the pc on every fan spins and all of the lights turn on. I would like to note the pc has previously worked but one day I turned it on, it crashed and never posted again. I have also all ready replaced the psu and the motherboard with the same model. Any help would be appreciated.
