I believe it means they're not currently connected to the system.

ive tried connecting my webcam usb to the usb ports but it doesnt connect even if its in  i appreciate your response

A webcam should appear in the Cameras section, rather than the USB controllers section.

Plug it in, if it doesn't work, try another port.

If that doesn't work either, it's probably broken.

If you plug it in and you see the device manager refresh it means it's at least detected. Then you might just need drivers.
