Start Layout windows 10, import

Hey guy's.

I have to install windows on many computers and have to change the Start layout on all computers in the same way. I used 

Export-StartLayout -layoutpath "layout file" and Import-StartLayout -layoutpath "layout file" -mountpath $env:SystemDrive\

But that doesn't seem to change anything to the current windows user.

These window versions don't have access to GPO/gpedit.msc

Anybody has any advice?
