So in my onedrive i have a folder that no matter what I do i cannot get owner permission for it. I've tried changing the owner using my account and the built-in administrator account. Also by using an administrator command prompt. Even by trying to change the parent folders permission and the sub folders but that did all the files but the one i cannot access.

If you log onto OneDrive online, does that folder even exist?

I see it online, it started when i got a new hard drive and tried to move onedrive to it.

I would try unlinking your account and relinking it, choosing the appropriate location of where you want your OneDrive folder. Especially because it is constantly syncing, just copy and pasting that folder somewhere else is not a wise idea.
