Inputs seem to slow down

Every so often, my computer renders mouse movements so slowly, that i can't click things properly since my cursor constantly overshoots or doesn't reach the button i want to click.

Whenever i look at the task manager on windows, it says that im at 60-80% CPU.

 

 

 

Im new to the forums, so i need to ask, Is there anything i need to post, like specs?
