Need help with my gpu fan

So I've been having trouble with the temperature of my GPU lately, the fan simply isn't spinning, I've looked up similar problems but almost everyone responds with "use msi afterburner or similar and change the fan speed directly", done that already but doesn't actually change anything. Maybe it's a hardware issue what do you guys think?
