CPU and constant fps

Hi all! I play overwatch and I just got a new pc. I have a 1080 ti and an intel 8600k that's currently not overclocked. I put everything on low settings but I'm not able to get a stable 240 fps. This is an issue for me because I have a 240hertz monitor and when i goes below 240fps it messes with my input lag. This is strange to me because on epic I'm able to obtain 200 fps so it doesn't make sense that on low settings I can't maintain constant 240 fps. I think it's because my cpu is limiting me. I checked the stats using MSI afterburner and on low settings my gpu is only 50-60% of itself, but some of the cores of the cpu is at 80%. Will overclock the cpu help with me obtaining a constant 240 fps? Is the CPU the problem here?

Aside from CPU limiting frame rates, you also need high frequency dual channel memory.
