Is my CPU dead?

have you tried to do clear cmos?

CPU: I5-7600k (Small OC to turbo to 4.50 GHZ- never went above 60C) 

MOBO: ASUS Z270-AR- Latest BIOS

RAM: Ballistic Sport LT 8GB 4GBx2 RAM 2400MHZ (Ran at 2133MHZ)

GPU: Zotac 1070 Amp Edition

PSU: Thermaltake Toughpower Grand RGB 650W 80+ Gold Fully Modular

CPU COOLER: Coolermaster T4

OS: Windows 10 Pro

SSD: Samsung 850 EVO 250 GB

HDD: WD Blue 1 TB

 

As of last night (July 6th, 2018) I started getting many BSODs. They ranged from Page Fault in Non paged area, Stop Code 0xc000021a, Bad Pool Header, Mode exception not handled, DPC Watchdog violation, and just generally slower performance in games. Before yesterday the PC was acting normal as far as I could tell with no blue screens or errors. 

 

As of today, I can only get into the BIOS, it sometimes goes into advance repair options, but ultimately locks up. I tried using my CPU as my display and it resulted in many pink, white, and green lines across the screen. I've tried unplugging ram and the GPU to start it and it won't get past the diagnostics. It locks up whenever it seems to be getting further in the process. Earlier today I ran tests on both of the hard drives and both came back as fine. Finally the POST code lights show the CPU as red on boot and the others are all green.

 

Any suggestions would be greatly appreciated.

The lines that showed on your screen sounds more like graphical artifacts to me. It's great that a CMOS reset solved the issue but I would run some benchmarks and stability tests.

 

Furmark, Superposition and Prime95, the latter is useful if you're suspecting the CPU but I don't see a reason to draw that conclusion from what I've read, yet. (EDIT: You can also use IPDT to benchmark the CPU.)

 

I would also recommend reinstalling your graphics drivers, DDU is great for removing them.
