Huge constant GPU fluctuations

Check it out. I have no idea what is going on. It even happens with no programmes running. I scanned with AVG and Malwarebytes with both coming back with no threats...Task manager shows usual suspects for high usage, nothing weird and I havent overclocked. I searched the forum and google and there are a few threads where this has happened but without a solution as far as I can tell. Any ideas?

It might just be an issue with Afterburner, and its not actually going up. If it were actually going up, then you wouldn't have a steady 31C.

Well if it goes up for few secs then probably the temp wouldnt change but try this with GPU-Z... Check if its showing the same thing...
