Cannot access wifi settings/files

Hey there! 

My parents slowed down and they went to a local computer store for help, the person said that the hard drive was almost defect and he fined 900 Euro's to fix it, but my parents said no as they could get a brand new one for that money, and they came to me as they got another problem with it. the wifi was not working and so I tried to get into the settings but It gave an error message if I wanted to adjust settings:

 

msdt.exe application error.

 

The instruction at 0x00007FFC9CAB0E6D referenced memory at 0xFFFFFFFFFFFFFFF. the memory could not be written

 

I could not do anything on the computer and I am thinking of a defect hard drive, as I stated early that it almost was out of its life.

We have a ton of important files/pictures on it but we do not want to pay 900 Euro or a bit less to recover it. Anyone knows the cause of this problem? and how to fix it? all help is appreciated. thanks!
