Gaming Rubber-banding?

I'm at the ends of my whits and I hope someone out there can help me!

 

Just recently, I have started to get major rubberbanding in my online games (TF2 & PUBG). When I run an online test my numbers come back normal, 225 down 20 up.

 

Whenever I get into the game I still jump around, I've even reinstalled my network drivers and turned off stream control (MSI Killer Network Manager)

 

Does anyone know what to do?
